Can CCTV work without Wi-Fi?

Yes. Wired PoE cameras carry power and video over network cable. They can record to a local NVR without Wi-Fi or internet. An internet connection is needed for remote viewing away from the property.

Is remote viewing a monitoring service?

No. Being able to view cameras remotely does not mean somebody is watching them continuously. Any professional monitoring service would need to be specified and agreed separately.
